Create Bills Table

Bills Table that tracks statement date, due date, bill number, and amount. Not necessarily the same date as the payment date. Can be linked or not to a transaction. Can be recurring, can be not. Somewhat of a checklist where you can see bills which are not yet paid and reminds you of overdue ones. Better than the current subscription table.
