Ability to customize what excluding transactions affects

I’d like to be able to toggle whether marking transactions as excluded will exclude it from specific account balances, budgets, and reports. The benefit to being able to adjust this would allow one to see all included or excluded transactions in account balances and reports, while excluding them from budget totals, for example.
