0 based budgeting.

I think the app needs either 0 based budgeting or envelope budgeting. It also needs to have an option for the budgets to carry over. If my budget is $100, and I spend $105, it should be $95 next momth, or force you to move money from another budget to cover the loss. And you should only be able to assign money to a budget if you have that money.
